PIBF 15-Point Agenda | Pakistan’s Industrial Growth 2027–2028

PIBF 15-Point Agenda for 2027–2028 presents a comprehensive policy framework proposed by the Pak International Business Forum (PIBF) to strengthen Pakistan’s industrial sector, promote exports, improve the business environment and encourage sustainable economic development.

The agenda emphasizes industrial investment, affordable energy, access to finance, modern infrastructure, district-level economic development and greater collaboration between policymakers and the business community.

PIBF’s 15-Point Economic and Industrial Development Agenda

1. Prioritizing Industrial Development

PIBF proposes making industrial development a central priority of national economic policy, with greater emphasis on manufacturing, investment, employment generation, exports and domestic production.

2. Business Representation in Policymaking

The agenda recommends stronger participation by business and industrial experts in relevant policymaking forums at national, provincial and district levels.

PIBF proposes considering 25% representation for business experts in appropriate forums, subject to constitutional and legal requirements.

3. Research and Development at FPCCI

PIBF calls for strengthening research and development mechanisms within the Federation of Pakistan Chambers of Commerce & Industry (FPCCI) to address industrial challenges, improve policy recommendations and support export competitiveness.

4. Development of 500 Modern Small Industrial Estates

The agenda proposes exploring the establishment of 500 modern small industrial estates through public-private partnerships.

These estates could provide affordable energy, shared manufacturing facilities, technical training and improved market access for local businesses.

5. Affordable Electricity and Review of IPP Agreements

PIBF recommends a transparent review of Independent Power Producer (IPP) agreements and broader energy-sector arrangements to explore more competitive electricity tariffs for industries.

6. Establishment of National Data Centres

The agenda encourages investment in national data centres, cloud computing and digital infrastructure through private-sector collaboration, including consideration of available electricity capacity.

7. Industrial Financing and Interest Rate Reforms

PIBF advocates financing conditions that support productive investment and proposes considering the allocation of 60% of bank lending to industrial and productive sectors.

The objective is to improve access to financing for manufacturers, SMEs and entrepreneurs.

8. Digital One-Window Business System

PIBF recommends introducing a digital one-window system for business registration, licensing, taxation and regulatory procedures.

The proposal also highlights the importance of administrative reforms at the Federal Board of Revenue (FBR).

9. Appointment of Experienced Professionals

The agenda recommends appointing qualified and experienced professionals to relevant government ministries and departments to strengthen technical expertise, institutional performance and policy continuity.

10. Housing Development and Real Estate Transparency

PIBF encourages investment in housing and construction while promoting transparent property ownership, registration and transactions through reliable digital records.

11. Modern Agriculture and Sugar Sector Reforms

The agenda supports agricultural modernization, value addition, improved storage facilities and stronger supply chains.

It also calls for greater transparency, fair competition and appropriate reforms in the sugar industry.

12. IT Industry Development and Export Promotion

PIBF proposes simplifying banking, taxation, digital payments and international payment procedures for Pakistan’s IT businesses to encourage technology entrepreneurship and export growth.

13. Opportunities for Youth and Women Entrepreneurs

The agenda emphasizes entrepreneurship training, modern skills, microfinance, market access and business support for young people, women entrepreneurs, startups, SMEs and home-based industries.

14. Modern Inland Rail Freight and Cargo Systems

PIBF proposes developing modern rail freight and cargo transport systems through public-private partnerships.

Improved connectivity between industrial centres, agricultural markets, ports and trade hubs could help reduce transportation costs and strengthen supply chains.

15. Stronger Academia–Industry Linkages

The agenda calls for closer collaboration between universities, technical institutions and industries.

PIBF recommends aligning education and training with market needs while expanding internships, apprenticeships and practical skill-development opportunities.

Strengthening District Economies and Pakistan’s Industrial Base

Under its District Economy pillar, PIBF emphasizes the importance of developing local manufacturing, supporting small businesses and creating economic opportunities beyond major commercial centres.

The proposed industrial estates, improved infrastructure, financing reforms and entrepreneurship initiatives aim to encourage broader participation in Pakistan’s economic development.

The 15-point agenda provides a framework for discussion among business organizations, policymakers and industry stakeholders. Its proposals would require further evaluation, consultation and appropriate legal and financial consideration before implementation.

PIBF Calls for Business Community Collaboration

PIBF invites industrialists, traders, chambers of commerce, business forums and participants in FPCCI elections to review and discuss the proposed agenda.

The organization believes that stronger collaboration between the private sector and policymakers can help develop practical solutions for industrial competitiveness, investment and sustainable economic growth.

PIBF’s Vision: Stronger Industries, Empowered Entrepreneurs, Thriving District Economies and a Prosperous Pakistan. 🇵🇰
